NEW BOSTON-Janet Muriel Messer Phipps, 74, of New Boston passed away Saturday, January 16, 2021 at her home. Janet was born September 10, 1946 in Greenup County, KY to the late Faro Messer and Dora Skaggs Messer. In addition to her parents, Janet was preceded in death by her step-mother, Dorothy Messer; her husband, Larry Gene Phipps; two brothers, Tony Messer and Ned Messer and a sister, Mabel Brown. Janet is survived by two brothers, Homer and Charles Messer and a sister, Verla Hughey.

Private family with graveside services will be 11:00 am Tuesday, January 19, 2021 at Vernon Cemetery with Mike Lemon officiating. Arrangements have been entrusted to Harrison-Pyles Funeral Home in Wheelersburg. COVID restrictions including masks and social distancing are required.
